California has begun to reopen some businesses under strict social distancing guidelines.

To meet the state’s criteria for reopening, each county must have no new coronavirus-related deaths and no more than one new COVID-19 case per 10,000 residents in the past two weeks. The guidelines also require that county governments house 15 percent of the homeless population, increase testing and contact tracing, prove that hospitals are prepared for a 35 percent case surge, and increase the PPE supply for nursing home facilities. 

The majority of California residents live in counties that do not meet the reopening requirements. About 2 percent of California’s total population resides in counties that have not recorded a coronavirus death in the past two weeks. 

Los Angeles will reopen hiking trails, parks, and golf courses on Saturday, but anyone visiting those areas will still be required to wear a mask. The San Francisco Bay Area, however, will not reopen until May 18.

In his daily briefing Thursday, Newsom was asked why hair and nail salons won’t be allowed to reopen Friday, when the state begins to ease its stay at home orders and allow certain businesses to reopen. “This whole thing started in the state of California, the first case of community spread, in a nail salon,” Newsom said.

“The orders are changing, you have a national narrative, you have the state, you have other parts of the state that are opening up and people, some people are confused about everything that’s going on,” said San Francisco Police Chief William Scott. His department is not aggressively enforcing orders, instead preferring to warn businesses or people that they’re in violation.

However, Tesla is ignoring other parts of Newsom’s announcement, specifically that local governments could keep more restrictive rules in place. Tesla’s Fremont factory is located in Alameda County, which along with several other Bay Area counties and cities, issued revised stay-at-home orders that will last through the end of May.

In many cities, the changes did not lead to immediate dramatic changes. Several local governments have announced they will take more time to open up, and many smaller retail stores have already organized curbside pickup. In the Los Angeles region, where half of the state’s Covid-19 deaths have occurred, officials are maintaining most restrictions and making only “minor adjustments”, allowing some brick-and-mortar business to start curbside pickup, including music stores, bookshops, florists and clothing stores.
